The track starts in 9 then all of a sudden a sequence of 7-9-7-9.. follows and 7+9=16 which makes 4 bars of 4 ..at least i counted it that way. The long tom fill at the end is a 4 Hope this helps

It is a chain of processes but I generate the glitch itself from a site called Photomosh . I take a screenshot of the moment I want to glitch(the site has lots of effects, you'll have to find what you need), download it and implement into the video. Hope it helps.
