      TCG Global Security Consulting apparently you don’t know what “quota” is. It’s a fixed share of something. When it’s stated you need to right tickets (without a set number), that doesn’t make it a quota. Enforcing speed laws aggressively isn’t illegal. In the video the officer said he gives a grace of 9 mph over the set maximum speed limit (10 mph over before he pulls you over). I was in law enforcement and the dept I was in had an unwritten rule set at 15 mph over. My own personal rule was 20 mph over. On a day shift with at least 4-8 accident calls, 4-8 calls for service, I could easily pull over 30-40 cars for doing well over 20 mph (typically I wrote 4-8 a day shift and 2-5 on midnights). That’s all in an 8 hour shift. I knew officers who would write 10-15 tickets every single shift (I also knew one that wrote only 1 every other month). The thing is we didn’t have a set amount to write but you do have to explain why you didn’t write any of you had little calls for service or hadn’t arrested anyone.

      @@HarryRacer18 of course there are quotas in some departments, except they call them "performance goals", same thing, different name. How about telling an officer that he/she must write a specific kind of ticket in a specified intersection within 11:00am and 12:00 noon? What would you call that? I know for a fact where it is happening, along with directives to write a specified number of tickets each day for specified offenses. When quotas, aka "performance goals" are given, eventually an innocent person gets jammed up just so the quota can be met.

      I don't think the people, the community should be blamed for a corrupt system. Do what you said, be on your way & don't cause problems there, but there's no reason to want to watch it wither away. I'd rather it strive, and perhaps even the cop they have there now become the mayor instead. He knows it's corrupt, you can see it in how he smiles when the mayor denies it.

      The nearest neighboring towns are Boise City, OK (about 20 miles south) and Springfield, CO (about 20 miles north). That option wouldn't be feasible. However, turning the duties over to the Sheriff or Highway Patrol would work.

      Agreed, but if the towns people are sick & tired of being pulled over for BS speeding tickets, then forced to pay the court BS fines outta their hard earned income, they need to *not* elect the corrupt liars they have been. Maybe get together & elect one of their own. I'd be willing to bet their budget wld be a helluva lot easier to balance if an honest person got in there. Eject & elect a new judge & sheriff.

    I believe him about the meeting about traffic tickets. I used to be a cop for 4 years and although we didn't technically have a quota, my squad supervisors said "we want to see at least 1 ticket a day." I was told in a meeting about how I only wrote 7 tickets in a few weeks, but saw I was busy making big arrests, so they let me slide a little. Best way I got tickets were accidents, since someone is always at fault. Easy ticket and driver always understands. I absolutely HATED writing tickets, just did it because I HAD to or I'd be disciplined. Our traffic division had to write at least 12 tickets a day to stay in traffic unit! I worked for Kenner Police Dept. , just outside New Orleans, La.

    I bet this cop would lie to a judge that you were doing 75 in a 55 zone; when in reality you were doing 50. The judge will believe the cop every time, and you will be convicted if you fight it. The cop is trying to make his quota and keep his job; so will lie against you on the stand. Be prepared for this.

    Everywhere I have lived, from overseas to several states in the U.S., when a road or highway goes through any town, the speed limit goes down. Exception is freeways, but there are no sidewalks on freeways. Every driver's handbook I have read stresses the necessity of obeying speed laws.

    He did say 10mph over. It’s no reason too go that fast over a speed limit. I may go 5mph over but never in a residential. Kids could run out in the street. Often in a residential I’ll go a few miles under. And this cop turned in his own so he has my respect. Don’t speed.

    i am from south alabama. there was a town next to the Mississippi line on US98 called wilmer; and it was a speed trap. The DA finally went in and dissolved the town and arrested the mayor. I was so glad to hear that happened!!

    When I travel to a relative's house near me, there is a long stretch of the 47, where the only thing that changes during the whole drive, are the mysterious tiny areas of 30mph speed limit. If you are just cruising and not paying careful attention, you are in ticketland. It's the thing everyone talks about on that road... they all warn you about the "Speed Traps". That's a pretty good indication it's not about safety. Jamming on the brakes in those two little areas is the unsafe thing.

    Most of these non-elected revenue collectors are just out to do their job, protecting and serving their own careers. Because their salary depends, mostly on local tax revenue, they are by definition, welfare recipients. Then, turn around and take that hypothetical jurisdiction to impose their extortion practices upon the very hands that feed them.They should be labeled for what they really are robber barons, road pirates, or storm troopers. Just how all these self-elected bureaucrats have taken our right to travel and bastardized it into a [(privilege) to drive, one you must pay for, in the first place], should be the battle cry to end this extortion racket forever.

    I received a speeding ticket here in Alabama, when I went to pay the ticket the clerk told me that tickets were what paid their salary so I asked do they get paid if no tickets are issued, that question upset the clerk. Most traffic laws are not for "public safety" they are for generating revenue. No traffic law should ever be about revenue for paying salaries those salaries should be entirely dependant on taxes and the number of employees should be based upon a budget based on taxes you already pay!

    I see a number of Police Cars around & a lot of them have "Protect & Serve" on their cars. This is a lot of baloney, as far as Traffic Citations go. Instead of being out in the public & their presence causing folks to drive slower & safer, they hide, so they can catch the one's in a hurry. They want the money, they are INSTRUCTED to create their keep. Another thing... Have you ever seen a city post how much money was taken in, on fines & permits, & tell you where the money went....? That Mayor should be JAILED... I think he is a common crook.

    If you are speeding, meaning you are driving faster than allowed by law, the law allows you to be punished. That punishment is a traffic ticket. It doesn't matter whether it is making the town money and that they rely on it. What matters is that the law exists. If the police write a ticket and the driver wasn't speeding - then that, too, is illegal. I guess if you ask the residents if they want to pay more in property taxes vs. collecting traffic ticket revenue - I can't imagine why the people keep voting these people in.

    South bay in Florida drops the speed limit from 55 to 30 in a matter of feet, and it is a huge separated highway with no houses around.
    Always be weary of roads that have incoherent speed limits out in the middle of nowhere

    This has happened in other States. To the point State officials dismantled local police departments. There was a time not long ago it was much worse. People would wonder into one of these small rural communities and not come out again for years! Not until they had signed over virtually everything they owned, money, cars even their home. Simply to get out.

    A limit of 30 is a deliberately low limit that many people will tend to exceed to some degree. What is needed more than a limit that is very easy to exceed is more people pullled over for texting while driving. I and a couple other people I know were nearly ran off the road by a texting driver. They would have hit us head on while we were still in our lane. When they are not nearly causing a horrible accident they are 10 MPH or more *under* the limit and are at that point holding up traffic while creating hazards for anyone near them at the time.

      John Doe Trenton nd drops the limit from 65 to45 then to 20 in a space of 80 yards and continues for 2 miles before resuming always a cop sitting near the 20 mph sign. Wonder how many tickets written to people thinking it was reduced to 25 so slowed down accordingly.

      I have an old 4 speed tranny on my v8, my second gear doesn't start till 35 mph, having to go exactly 30 mph is freaking ridiculous.

    We had a notorious speed trap near me for decades. They were ordered to stop ticketing speeders on the interstate highway by a higher court. They ignored it.
    The state passed a law that said a local town may not ticket speeders if there was not an exit within the town's borders. They ignored that.
    Finally, it was, of all people, the census bureau that shut them down. It was found that the town claimed to have enough residents to qualify for a mayor's court. The were caught claiming that a family was living in a warehouse. The corrected census numbers showed that they did not have enough residents, and had to close their mayor's court. .

    I love Americans' sense of humor. This isn't found anywhere else in the world. Never ever have I seen such a genre of ' humor'. Kind of understatement of daily life in the US. And the crazy and bizarre, if not surreal, things 'government' can do. I thought Mr Bean is funny. But this is hilarious. Your scriptwriter is absolutely a creative genius.
    Is this a SNL type of programme? Strange humor but I suppose people and countries have different kinds of humor. Will definitely get used to it. Must say it is very funny. It is an original kind of humor that I've never seen before. Not the slapstick kind of humor associated with the US. The actors are very convincing. Very very good acting. No overacting. Dark humor?

    I resigned after 12 years of service for the same thing in this video from a community of 550 residents, all the city government is concerned about was our agency being self sufficient because in city government we our the only line item in the town budget that can generate revenue, fire department can’t, maintenance department can’t, town hall can’t, so they pressure us to pay our own way! The day the mayor called us all out in public forum for a town meeting with the number of tickets we wrote and scolded me for not writing any I quit. I believe in the safety of my town, but I became a cop to help people and make sure my community feels safe where they live. Whoever can say They don’t speed is lying to themselves. I’d stop my own mayor several times for it and one of the city councilman, and they were the two that were pressuring me. Goverment is a joke. They is it to there benefit!

    With only 107 residents within the town (small village to be more accurate), the policing should be handed off to the county sheriff's department. Average police officer (not administrative staff) to resident ratios normally sit around 15-25 officers per 10k residents. That equates to about 0.15-0.25%. For a village of 107 residents, this means that they would need about 4-5 times the population for even a single officer to be within a reasonable ratio. These 107 people (and those that travel through) would be better served by handing off the governance and policing to the county.

    These kind of towns are all over the country. When the town has a financial vested interest in your guilty verdict, you will not get a fair and impartial hearing. No justice for the Victim.

    All drivers have to do to avoid being cited is, “DON’T SPEED!”
    If the police cite people who AREN'T speeding, then it's a racket like in Denmark, South Carolina where going 15 in a 25 zone gets a speeding citation anyway.

    Just like 'national security', there are alot of sins you can hide under the cover of 'public safety'. Say it, and it shuts down debate immediately.
    There was a town, just like Campo, somewhere in rural Missouri. Police department was a family affair, and the town's budget was almost all revenue from tickets. It was almost like a tourism tax, because people travelling thru wouldn't hassle with fighting a traffic ticket and just pay it, and the locals had smartened up a long time ago.
    That'st how things were done for years, until one time the cops made the mistake of ticketing a state senator. When he found out how things were being run in that town, he pushed thru a state law that mandated that revenue from tickets was not allowed to exceed a certain (much lower) percentage of the town's overall budget.
    As a result, first the police department, then the town pretty much shriveled up and died. Same thing should happen to a sorry excuse for a municipality like Campo.

    Misdemeanor theft?? It was 5000 dollars worth of fuel! I remember when they put up stop light cameras in my town, they told us it wasn't for money, but for safety. Then when the state said that they couldn't make money off of them, they took them all down the next day.

    With 107 people, a sales tax at less than 3% and the median value of a home being less than $37,000 (average property tax is less than $200 per year) it wouldn't take that many tickets to equal 93% of town revenue. And if you don't want to help pay the one police officer, don't speed through town.

      Good idea but that would OBVIOUSLY shine a LIGHT on their CORRUPTION... They don't want that... lol... Plus, there is not that many people in this town (only about 106 people...) lol... That would be well over $1,000 per building or house... For a small town like this, people will IMMEDIATELY LEAVE the town and this cop and mayor will have to look for another job... LOL... Ticketing mostly out of towners driving through this town is easier than increasing taxes on their people.

    It's a town of 100 people, which apparently has no inherent industry and exists solely to make money off of truckers and occasional commuters. Even counting a few outlying houses, it can't stretch more than a couple of miles along the highway. You simply have to ask the question: "Have we done everything we can within reason to prevent speeding in this stretch of highway?"
    When you finally acknowledge the obvious answer of "Of course not", then you've answered the question of whether this is about public safety or entirely about revenue.

    A person needs to stand on the side of the road wherever Barney Fife is running radar with a BIG SIGN that say "SPEED TRAP" SLOW DOWN TO 30....this town lives on speeding ticket revenue. It wouldn't take very long before they would have to find another way to steal their money.

    Sounds like Damascus, Arkansas. They got shut down by the court because too much of their income was from traffic tickets. They would write people for speeding even before they crossed a sign, or after they left a speed zone. Very dirty business.

    Tulsa Oklahoma has started writing tickets if the light turns yellow as you go through the intersection. And I have heard that you can't beat it in court.

    Why not do similar to what they did in New Zealand about 30 years ago? Get rid of city/county cops or absorb them into the state police, or transfer traffic duties to Highway Patrol. Long term it would be more economical, and you wouldn't have this small town cop mentality. That cop should be policing, and the town should put up speed cameras if speeding is a genuine problem.

      @@md-er2wz In Australia towns and cities get their money from rates, business taxes and so on. Our police, fire and ambulance services and schools are state government run, so cities don't have to fund them

    actually I don't even think police officers need to be threatened to write tickets. In towns where the people are struggling just to pay there basic bills, the police know that in order to have a job, they need to generate at least half there salary in tickets or else by catching drivers that aren't from town. Speeding tickets are fine, but when they make the speed limit low just to entrap people that's a different story. That is why the police unions do not want drivers to be able to use phone apps that warn them. The phone apps are better than radar or laser detectors, so it makes it much more challenging for police to catch speeders. Where I live I very rarely even see the police traps anymore, 20 years ago they were out all the time on major highways and small town roads as well.

    I got nabbed for this in Illinois on a road that is very rural 55 speed limit but goes through small towns that are two blocks long and picks up again. I slow to 35 coming up to town but speed limit was 30 about a mile out of town before even passing any houses. Officer was nice and I was nice to him, but I did tell him IMO it was a little excessive to stop me for it. He clocked me before I even got to the downtown. I was still surrounded by corn fields.

    Go to Brice Ohio, they were sued by the State Of Ohio to stop the speed trap, but, there still out there writing tickets even though they Lost in court. Give you a ticket at 3 or 4 miles over the 35 mph speed limit. With only population of a 120 + - they have 4 cops, and a camera placed under a construction to mail tickets to people they clam broke the 35 speed limit.
