- Oxidizers technically steal electrons from other atoms and molecules, but you can think of them as adding way more oxygen to a fire. Oxidizers are not in themselves flammable (except for class 5.2 oxidizers like organic peroxides) but in their presence substances that ordinarily wouldn’t burn become able to burn, and things that are already able to burn become able to burn MUCH faster.

Calcium hypochlorite is actually a very strong oxidizer, it just has a smaller “Oxygen capacity” which means fewer oxygen would be released (fewer electrons it will accept) for a given mass.
