This video is for eurosceptics, who say that it was bad that Romania joined the European Union. Many things have changed for the better, not everything is perfect, but we must admit that the European funds have changed for the better the countries in Eastern Europe that have joined the European Union.

Yeah, only Dobrogea (the region of Romania at the Black Sea) is in the Balkans because the Danube goes through) But apart from that, Romania doesn’t really fit the Balkan style as much, feels more central european.
Lot of the cables you're referring to are probably trolly and tram lines, which I don't have a problem with at all since their benefits are huge, amd the cables in general don't bother me much, the center and generally fancy areas have them underground, otherwise their visible but pretty much invisible to the eye
Sibiu being firmly within transylvania means its not a balkan city. Its more central europe havimg stronger links with the likes of Hungary and Austria.
