i don't know if this will help anybody, but I got my first driving license ever in Saudi Arabia (I'm a Philippine Citizen). When I got back in the Philippines, I converted my foreign driving license to the Philippine one. Paid around 1k pesos in total. Did not test drive, did not take the exams, just paid the fees and the medical.

i picked up my rental car in orlando using my bacolod driver license to jacksonville. it was much cheaper to fly from dallas to orlando than go direct to jacksonville. at the airport they didn't want my philippine driver license as ID so i showed them my passport. at the rental agency they wanted a $200 deposit or a US social security number.
I worked at a major car rental company in the US at one point and they have made it quite easy to rent a car so long as you have a foreign passport, we actually had a reference book with photos of all the different passports per country back when I was working at the counter! Hello! Yes, I effectively got the same codes. I do not have a US CDL and thus received the corresponding "Non-Professional" PH License. That would be the closest comparison between the two countries in terms of GVW limitations. Thanks for watching!
You won't need to take an additional written test or road test if converting your USA license to a PH one (and you can hold both at the same time). If you need to just casually drive around PH, the reciprocity laws will allow you to do so. Good luck and enjoy the Philippines!

They are the same license and there is no separate one for motorcycles or four-wheeled vehicles. If you only want to drive a car, Restriction 2 is fine. Smaller municipalities will not check for restriction code 1 at checkpoints, at least in my experience they do not. Hope that helps!

I'm dual citizen as well. My birth certificate is actually a US Military document that proves I am a US citizen born abroad. I have used it my whole life. It was accepted when I got my SSS number. Would it be acceptable at LTO also?
The best thing to do would be to try your local LTO office or see if they have a Viber line where you can show them a photo of the document letterhead. It should be accepted but your mileage may vary.

Hello! It actually took 6 months para ma kwa ko ang plastic license. Nag hambal ang LTO sa Bacolod na guba kono ang printer nila. So for 6months I had the paper license until going back to the LTO with my official receipt where they were able to print it out using their repaired machine :) Thanks for watching!

Hello! You can use a family member's address (where you usually stay in PH when you are there). They do not ask for proof of address at the time of conversion, so technically any address that the staff at the LTO recognize would be fine. Thanks so much for watching :)
