Cutting Asphalt and Trenching for New Conduit

We are getting started installing a new security camera system and some new electric at our business AAA Enterprise Stor-all. This is a big project and we decided to take it on ourselves instead of hiring a contractor to do the work. Wide speaking, whats the smallest allowed for a only 1”
Pvc ? And why sand ? Is not that only required if is pg and e pipe service ??

Sand is a cushion between the pipe and the hard rocky ground to protect the conduit from damage on the bottom, and the top from when you compact when backfilling.

Where can I get the ashpalt saw trench cutter machine? Looked everywhere in pgh pa area and can't find anyone that rents them...only the dirt trenchers are available..thx!
