Minecraft is not an easy game on your computer. You just gotta play with settings. If you want to be harsh, you can easily crank Minecraft out to be more and by far more than cyberpunk 2077.
Same, on a normal single player world I got 10fps max. On superflat or on servers U gti 20 fps max. I still use the pc, should get an ssd and more ram but it still has an intel celeron with intel graphics

Its a really balanced system. Low cpu util with high (hopefully max) gpu util is ideal. You want your gpu to be running as highly utilised as possible and you want your cpu to be as low util as possible. A full cpu is not able to do anything because its tied up in what it currently is doing. A full gpu means the entire thing is working to push more frames
