"Hey Arnold: Helga on the Couch" and "Danny Phantom: My Brother's Keeper" both deal with school psychology and are really good. I highly recommend. As far as Ned's goes this one was also pretty good.
One thing I will say about the chase scene, it proves that, without a shadow of a doubt, by the time they graduate high school, Ned and Loomer are going to end up being best friends.

Are we sure that Gordy assisting Ned in calling Loomer into the "Psychiatrist Office" isn't a potential firing? That seems pretty messed up when you think about it.
Seth's story in this episode reminds me of when I was in high school where I was in photo shop class and I would have a friend of mine do my projects for me and I would pay him or get him free food in return. I don't think the running the hallways with Ned and Cookie being chased by Loomer was to pad out time.
