Venusaur wouldn't always use Solar Beam in newer generations, so the set up agains it wouldn't work. However, this is still harder than doing it in other generations, as the Focus Sash-Endeavor-Quick Attack-Rattata (FEAR) strategy can also trivialize any boss in the game (unless they carry a priority move).
+Julien Schöpfer Agility starts with 30 max PP. Using a PP UP on a move raises its max PP by 20%, and PP UPs may be used at most three times on the same move. Therefore, 30 + ( 30 * 20% ) * 3 = 48. Maybe you should learn how to play the game before accusing others of hacking?
Julien Schöpfer 48 pp on Agility is not a hack, and Scyther learning Agility at level 5 is completely possible. The only obvious thing here is you don't know how the game works.

The good thing about this battle though, is that it lead to a great strategy used in multi: The use of stat enhancing moves, combined with baton passes and substitutes. That has lead to the epic videos you can see if you type "epic *insert pokemon here* sweep" in youtube search like "epic metapod sweep" for example.

Sweeping a later generation game with the new fancy moves and items is one thing; beating a generation 1 or 2 boss with extremely low levels and old moves is another. Also the AI in the later generations are just as dumb as they're all programmed to always use the skill with the highest damage output. A later generation Pikachu would still use Thunder when it sees a Gastly and Quick Attack when it sees a Cubone, which means if you keep switching between the two, Thunder would still end up hitting Cubone, and Quick Attack would still end up hitting Gastly.

Actually if you want to beat Red you have to take a risk. With luck you can do a Lugia sweepCatch a Lugia and make sure it is base level 65. Gold version works best because Lugia can be found at the Whirl Islands at Level 70. After you catch Lugia, teach it a few TMs so that it can face the diversity of Red's team. Some can be found only in Kanto.Lugia's desired moveset: Aeroblast/ Zap Cannon (Yes, seriously)/ Recover/ Hydro Pump. You might prefer to stock up on Ethers and PP ups, because these moves have a low PP and even lower accuracy. Pikachu should be out after a Hydro Pump. If not, bring a Tyranitar. If you continue with Lugia, Red will always send out Blastoise. This is where Zap Cannon comes in. Then you face Snorlax. Now, Red will go full blast on Amnesia and probably Rest w/ Snore, so give Lugia a Dire Hit or two. Make sure it holds either a status-curing Berry (EX: PRZCURBERRY) or a Leftovers (which can be found on Snorlax in Kanto). That is because the only risks of status are Snorlax's Body Slam (paralysis) or Charizard's Flamethrower (burn). Burn Heal takes up one turn, which could be used for extra damage. Slowly you will be able to KO Snorlax and Espeon relatively easily, since you are immune to Mud-Slap and resistant to Psychic on Espeon's part. Then Red will only have 2 Pokémon left. Venusaur should be out with Aeroblast/ HM Fly, and Charizard with a few Zap Cannons and Hydro Pumps. It is greatly advised that you also bring Tyranitar and Typhlosion (if you chose the right starter) because Typhlosion can learn Thunder Punch (as we all cherish) and Tyranitar can learn Crunch (VERY important) and Earthquake
