Tbh I think people a reminiscing more so on the fact that Arnold himself was a pretty wholesome dude, and I guess that's just trickling on to the rest of the show. But I can definitely remember some not so wholesome episodes. Like that picture man clipped they showed, Arnold just to watch a man who clearly had mental issues eat himself off a roof. There's also an episode when a guy, I think his name was ernie, it's basically stalking a woman and are noticed too young and naive to realize that's wrong. I can't remember his name, but there's that one tenant that had to give up his daughter so she could be safe. And I think at one point one of the kids had to realize that their parents have become broke, and she was genuinely concerned about things like being homeless. Yea, it had wholesome moments, but the thing about the show is that it wasn't trying to be so wholesome that it didn't deter away from heavier topics.

It's a bot article written using tools like 'Markov Chains'.
Markov Chain is a stochastic process describing a sequence of possible events in which the probability of each event depends only on the state attained in the previous event. Basically they're choosing what to write next based on what was written in the previous portion that it just wrote. That's why it's nonsense but appears to almost be written by a person. It's using a database that links that data as connected; and it's choosing to use that specific connected data.
Ex: Hey Arnold = cartoon, now they can link any data that's labeled 'cartoon' in their database (very oversimplified explanation).

Absolutely none of this supposed episode makes any sense in context of the show. I could see Helga letting loose with a decent swear word in one of her rages, and there being significant fallout from it (the show does an extremely good job of holding the characters to account for their actions in a realistic way), but.. the kids randomly swearing left right and center for no reason, and hijacking a radio station? If there was an episode like this that caused that much controversy, it would have been blown out of proportion by some news outlet. It would have been a well known staple in the Hey Arnold fandom, as most lost/incomplete/rumored episodes regularly become legend in fandoms. And even then, it follows the same structure as most "don't swear, Kids" cartoons, especially that Arthur episode. I can imagine, at best, it was a pitched story that was rejected before any pre-production got underway. Plus, I don't buy that even the more troubled kids in that show would be that juvenile. But the thing that really cracks me up? Hey Arnold got away with saying "Crap" at least twice, so they did basically say and get away with the most mild of swearing, so even then I can't buy that this thing went into production at all.

Dexter's Laboratory did something like this in an episode titled *Rude Removal*, and it was briefly referenced in that incoherent article you referred to. Dexter and Deedee make rude clones of themselves, which go around the house saying bleeped out curses and the like. The title card even has Dexter mooning and Deedee giving the middle finger.
Apparently it never aired during the show's original run, and was released on the Adult Swim website. It should still be streamable today.

No offence, but this episode seems fake as hell. First, why would the people who made this show even consider making this episode at all. I haven't really watched the show, but from what I've seen, this seems very out of character for all the characters.
Second, an episode like this would never pass Nick's censors. Yes many other kid shows had episodes that had a swearing plot, but those either used more tame words like stupid (the Caillou episode, Caillou's Crossword), made up words (the episode, The Big Blooper from the 2003 Berenstain Bears cartoon used the word "furball"), or keep the word abit ambiguous and use bleeping (the Arthur episode, Bleep, and the SpongeBob episode Sailor Mouth). If Nick saw that the team were making an episode like this, they'll most defiantly stop production on this episode all together.
And third, this just screams "edgy creepypasta". It has all the cliches, lost episode, characters doing stuff you'll never expect them to do, only aired once., ect. Plus, that source, "my ass", it just seems like the person who made the article was trolling.
Also, using TheGamer as a source, really.

The reason you could get away with a swearing episode where the characters actually swear is because the characters are generally voiced acted by adults. okay so it’s kinda funny that, that weird bot-written article mentions Dexters Lab’s rude removal, cause I was gonna say that while I don’t think this episode of Hey Arnold is real... Dexter’s Lab’s rude removal existed. It could entirely be possible the episode, maybe, wasn’t made as a broadcast episode but instead one that recycles a ton of footage and was made as sort of a joke thing to show at a company party or something. The thing that makes me think that is I vaguely remember them lining up for the nurse’s office for an episode but I couldn’t tell you which, and the hijacking of the radio stations as mentioned in the comet episode. There was also the recent-ish drama of the funimation voice actors for Dragonball swearing up a storm while they warmed up, so.... If this does exist, I’m guessing it was the editing team and the voice actors having fun which was shown at a film festival in 2003 similar to the Rude removal episode being shown at ComicCon before being put online. I don’t think it exists as a broadcast episode - but maybe just a messing around thing? Sure. Or I could be misremembering everything.
Also I think Arnold’s line at the end of the episode was supposed to be “what the f**k have I gotten myself into?”

There was also an idea for a character who was a sexual predator. It would’ve been an adult female tenant named Lana who was supposed to constantly try and seduce Arnold, making him very uncomfortable. She even had a speaking role in season 1, episode 6A, ‘Heat’. I think she was the woman in the beginning fanning herself in the hallway.
It was, of course, never implemented due to the whole predator thing. Worse yet, she seemed to be an attractive woman in her late twenties, early thirties.
Attractive women (and men, but less so) are a little harder to prosecute for such crimes, or even be properly outed as creepers. Some people view it as ‘kid’s already got game’, ‘any boy would be happy to be chased by an attractive young woman, I wish I had a woman like that as a kid’. Think the South Park episode, ‘Miss Teacher Bangs a Boy’.
Nowadays they aren’t given preferential treatment for such things, but it’s shocking how many of them get lighter sentences simply because they more conventionally attractive/pretty.
Even if Arnold was only nine in the show, she still would’ve gotten an easier time if she were ever accused or even tried, due to her age and attractiveness.
Judging from the way she was supposed to be portrayed, it sounds like they would’ve played it straight and addressed her as being completely wrong.
I view an episode with her as one or some of the boys would’ve been jealous of Arnold when tells them about it. Rumors get spread around, until they reach an adult, probably Mr. Simmons, who would call the police and give a lesson on how adults who do such things are criminals and should be arrested.
