The Cruel "friendly" vocielines are one of the few voicelines that sound genuinely intimitading. Especially at 1:09 and 1:23 you can really *feel* the anger. As if the devs randomly hit the voice actor mid recording and used the results. He sounds genuinely angry.
The cruel voice is very rude and condescending. When he says hello, he threatens people and asks them to do his bidding. He also insults people when he apologizes.
