Compaction at lower layers must be extremly poor or nil looking at such huge cracks after rains on compacted earth.

Not dismissing your thoughts.
But I feel it might be due to the yet to be filled gap between the compacted soil and the retaining wall as well as the side wall of the underpass itself.
I could be wrong though.
