I think if you'd graded it a bit higher, put the patio stones in first, and then filled in around them with the concrete screeded to the same height, it may have worked OK, since sand-mix cement is essentially mortar, and mortar is very similar to grout. But they would have been too low at the depth you started. You also could have put a layer of concrete leveled, and just set the blocks in where you wanted them, and then filled in around them, but the concrete would have been unnecessary, and polymeric sand would have worked for that. Good effort, though, on to the next plan!

Your biggest problems learn to write down steps to keep yourself organized. But trying and keep going Is a bravo to you!
