You could have raized Palembang, since it only had 2 pop and went down to 1 upon capture anyway, and replaced it with yet another Colosseum city one tile to the right of it, that would start with a free builder from the Ancestral Hall's bonus, and it would let you build an aqueduct in there, as it has no fresh water housing as it is now. Edit: And you even had a random settler for it :D
