A suspicious absence of miracles. Prolonging the game for years and years - the game seems unwilling to give you the deserved victory. But I guess that’s the selling point of the game: long streams and engaged, scheming contributors. The repeated throwing in the river seems to signal a persistent wish to make up for the imbalance of power.
Probably related to the very low average faith in the kingdom and the 70% number was wrong. Could be very unlucky but it would make sense that very low faith would make it less likely.

It really just is FrostPunk 2 without the building or exploring, just the council management
