  • It's a big week for muzzleloading news, today we're jumping in with some updates.
    First up we have a new proposed rule by the ATF that could require you to document how much powder you have and where it is stored. It's a proposed rule, but I think you should know about it. The comment period is open right now. Please leave a professional comment about why you oppose this rule. Then we've got Team USA taking gold at the MLAIC Long Range World Championships, congrats to everyone involved! Big news for GOEX Fans, the first shipment of Estes Energetics owned GOEX blackpowder (Newly manufactured) is expected to arrive at the NMLRA just in time for the Fall Championship shoot, September 9-17. It sounds like NMLRA members at the event will be the first to have the chance to purchase the first run of newly manufactured GOEX blackpowder. In muzzleloading industry news, the Traditions Shoehorn and CVA Crossfire have been released. We're seeing continued demand for muzzleloaders, but increased demand for traditional muzzleloaders. A good sign for the preservation of the sport if you ask me!

    The proposed rule change is in 27 CFR Part 555, which applies to commerce in explosives. The existing rule already requires reporting when storage commences: "The current regulation at 27 CFR 555.201(f) requires any person who stores explosive materials to provide to fire safety officials an oral notification before the end of the day on which storage of the explosive materials commenced, and in writing (e.g., email, letter) within 48 hours after commencement of storage. Both forms of notification must include the type of explosives, magazine capacity, and location of each site where such explosive materials are stored."
    So what is changing? "ATF proposes amending the regulation to require any person who stores explosive materials to notify authorities having jurisdiction for fire safety in the locality in which the explosive materials are being stored upon commencement of storage and every 12 months thereafter. In addition, such persons would be required to provide written notification whenever they discontinue the storage of explosives."
    It's my understanding the existing reporting requirement found in Part 555 does NOT apply to the storage of less than 50 lbs. of black powder for sporting purposes and per my reading the proposed rule would NOT change the exemption listed in 27 CFR 555.141, in relevant part: "(b) Black powder. Except for the provisions applicable to persons required to be licensed under subpart D, this part [i.e., Part 555] does not apply with respect to commercially manufactured black powder in quantities not to exceed 50 pounds, percussion caps, safety and pyrotechnic fuses, quills, quick and slow matches, and friction primers, if the black powder is intended to be used solely for sporting, recreational, or cultural purposes in antique firearms, as defined in 18 U.S.C. 921(a)(16) or antique devices, as exempted from the term “destructive devices” in 18 U.S.C. 921(a)(4)."
    There are another 76 days in the comment period for this proposed Rule change, and I'd recommend those considering submitting public commentary on the record first carefully read the full proposed text and supplementary information at the Notice of Proposed Rulemaking linked above by Ethan, as well as the rest of Part 555 (search Google for 27 CFR 555) for the crucial context that determines when and to whom the proposed Rule would actually apply -- existing licensees or permittees who already have a reporting duty under the CFR.
    EDIT: I hadn't yet taken off my lawyer hat last night when I posted this comment. Yikes, I really buried the short answer, which is that it wouldn't change anything for recreational shooters who don't store more than 50 pounds of black powder.       Who needs more than 50 pounds of gun powder. They must shoot every day with a lot of friends. I'm still on my one pound since last year even with going to the gun range shoot the flintlock and inline. I was shooting the 2f the 3f and 4f out them. Not bad. In a pinch if had to with 4f. But the 2f 3f both shoot good and that's even using it in the pan. So really I have 3pounds of pounder. But there's a lot in that bottle should last you alittle while. I was using 100gr at the time but went down to 65gr some one told me all I was doing is wasting powder that way and 65 should do what I need for hunting out 100 yards. So that's what I shoot now. I'm just trying to understand why you need 50 pounds. You know when you're getting low make another pound now your good. Lol

    Being a person formerly listed on the ATF explosives responsible persons list, smokeless powder is not considered an explosive as it is a progressive burn powder. Black Powder on the other hand is classified as an explosive and is regulated to be 50 pounds or less at any given “address” so you can’t put 49 pounds in your house, 49 pounds out in your storage shed and so on… 50 pounds max per address without an ATF explosives license… which requires background checks, finger printing and documentation showing a permanent acquisition log (book) of incoming and outgoing for high explosives. It gets deep in a hurry.

I am a gunsmith (amongst other things) and got tired of building bolt guns and started building flintlocks from scratch several years ago and love shooting and hunting with them(I know you don’t hunt, but that’s cool).     Outside of medical health I cannot think of when creating a database has helped me. As individuals we need to store ammunition and gun powder safely. Of course, this becomes more important for those living in a close quarter urban environment.

    Not a lawyer, but from what I've read of the rule change and the CFR, the proposed rule change alters CFR555.201(f) from an oral to a written notification requirement for licensees or permitees (manufactures, distributors, and similar) to the authority having jurisdiction for fire safety. The exemptions of CFR 555.141 including the exemption for commercial black powder appears to still apply.
    If someone with a better understanding of the law thinks otherwise, please let the community know. Otherwise, I think this changes nothing for the consumer side. That said, I still resent the additional work for the distributors, and wish they would leave well enough alone. Unless they can point to an incident where this was a problem, I don't know why they waste everyone's time on this.

    So i guess we will never be able to get Blackhorn 209 at all. I bought a CVA Accura a few years back when Blackhorn was the rage. So i bought a Blackhorn breech
    plug to shoot it out of my gun. Just about the time Goex went out. The Accura shoots pellets great but i wanted to try the Blackhorn to see if it was as good as all clamed it was. I guess i will try some other loose powder to get the smoke that's missing. Do you think that it will ever return? Also it looks like CVA is going the way of Thompson Center. I go on line to get different stocks for my gun and no longer available.

    Won't apply to us or reloaders as we are under the weight limit that trigger reporting. I remember a short period of time where we had to sign for black powder for some reason, that only lasted a short time whatever it was for.

    ATF is on a shopping spree and I have no wish to be on that list as for GOEX they need to support the Americans black powder shooter by doing what they can to keep the cost down and help us as much as we can help them but times are tuff and lower cost go a long way with buyers

    The cost per shot is not helping the firestick technology and you only have 2 load choices. Side locks muzzle loader are hard to come by here in Canada Pedersoil having the biggest market share . Tradition and cva are all inline I am excited for the shed horn. A arm with old style but with the modern cleaning and load development of today.

    I too dislike their attempt at establishing a data base of powder owners and tracking. We need to write to our representatives and call on them to stop the ATF’s overreach.

    Reminds me of the 'community right to know' rules under, I wanna say, CIRCLA(?). Is an annual report, and, as I recall, there was a $25 'fee' that went along with the report. As long as the governmental authority got their fee, the 'report' probably went into the circular file; if the reported location closed, and stopped reporting, the parent organization got an ' inquiry's. 🤔

    All regulatory agencies need to be ended and Congress needs to do their job. Only the legislative branch can pass law. Don’t be fooled, regulations that are backed up by law enforcement are law. States need to stand up and take back their power as well.

    Yeah not happening, as they already know about the natural gas metering station in my front yard on top of the 250 gallons of liquid explosive known as LPG that is also in my yard. ATF can pound rocks, as if I had to notify ATF about any stored explosives I’d be filling a mountain of paper work over all the combustibles in my shop that have the potential to explode.

    I dont like the batfe rule on powder storage. I dont think many peiple are going to comply and follow that rule. Its not a law, not passed by congress.

      However, alcohol, tobacco, and firearms are all legal items and there are plenty of other law enforcement positions that can take care of the same stuff so to the regular person the aft just sounds like a waste of money.

    Why doesn't the atf ever go after anything alcohol or tobacco related? Second, traditional ML will never die in my eyes. If i wanted to shoot a copper plated bullet 2k plus fps with a big scope at a animal waaayy over there, I'll just grab a high powered rifle. Lastly, shooting a animal far away is not hunting, its target practice.👍

    im not reporting anything, anyway in my opinion goex has always been a trash powder, i wish it wasnt because its american made

    I don't know why we have the atf. We need to go back to the way it use to be the way our four fathers lived with freedom live off the land just be free.

    These fire stick guns aren't muzzleloaders im sorry it's not. They took the muzzleloader concept out of it when they changed it to a fire stick. I don't like them not traditional enough for me. Might as well use a shot gun . Just saying. It's my apinion .

      Who needs 50 pounds of gun powder. I still have 2f 3f and 4f from last year. And we go shooting as much as possible geeze. Lol just make another pound when you see your getting low. Lol
