Old Timer here, who prefer to wait for the classic bells (除夜の鐘) of Temples or Shinto ShrinesTaiko sound 108 times at New Year's Eve midnight, reflecting the past, thought for new , alone, or with family, friends.... that's traditional Japanese way, more meaningful than just making noise sending old one off like other nations do. You'd listen those serene sounds from neighboring temples, shrines, or, thru TV/radios of famous temples bells. That's much tasteful, meaningful, and memorable.
To those of you concerned about the effect of the balloons on the environment - they are made out of "oblaat", a type of starch that dissolves in water. The turtles and dolphins are safe guys :)
i wanna try doing what they did this year's last day, you know what those balloons signifies? well 2011 was a horrible year for Japan as they suffered the most devastating natural disaster an those balloons signifies hope for the new year, so good :)

Perhaps the organisers were told that the balloons are biodegradable - but, as my article shows, even biodegradable balloons can last - and do harm - for a year or more.
