Well you can thake TKMS from the table, they are now for sell.
The Dutch navie is also in the market for a new sub and 212CD from TKMS was the considered the winner design. Now it is between Saab-Damen and Naval Group

To be fair , swedish A26 would be the best for Poland. Problem is , German got more money to lobbying .

The Baltic sea is not well suited for nuclear submarines. To big

Not that much, the Virginia class was like a mini-F-35 it used a lot of European technology on it I don't think the USA considers it that unique in technology. en.wikipedia.org/wiki/Virginia-class_submarine
Lots of the contractors and equipment and important parts of the ship and the revolutionary stuff in the Virginia class was British etc.
Better submarine but, as usual, the Europeans will have to settle for second best.
@@zoperxplex It's hard to say if it's the best for the shallow waters and coasts of the Baltic sea. It's much bigger than all the considered diesel-electrics, which is a problem outside of the vast oceans. Cost is also an issue when judging whether something is the best for a particular user. Not all countries have an unlimited defense budget like the USA, so they can't splurge all of their money into a single component of the defence forces but need to consider the big picture. No submarine is the best if the rest of the country is less defended because of it.
Funnily enough even if the USA's unlimited budget wasn't enough for the Seawolf class, which some consider superior to Virginia.
