@Pinchy08 That’s not what happened. The Roy had a deep tone whistle that came from a steamboat that has been torn apart a long time ago. This deep tone whistle was originally a temporary whistle while the original whistle wasn’t repaired for a couple of decades. In 2016 the deep tone steamboat whistle was taken off, and the original whistle was put back on. The appearance of both whistles were very different. The original whistle was painted gold when the park opened years ago and is still gold today. The deep tone whistle was coated with a satin black paint, and the chimes on both whistles have different shapes.
The deeper 3 chime (normal whistle too me) is a 4 inch American 3 chime that was originally on the Admiral Joe Fowler riverboat. When the Fowler was scuttled after a dry dock accident, the whistle was put on Roy. For years the high note was plugged off. After Brittons retirement the plug was removed during repair. During the repair the other whistle was on Roy.

As of December 23, 2022, the Walt Disney World Railroad has returned! Unfortunately, as early as late January (maybe early February), Roy O. Disney has received a new whistle, although I think it's temporary.

It’s easy to tell the difference between the Walter’s and the Lilly Belle’s whistles. The Lilly Belle’s has a higher pitch to it, and it’s louder than the Walter’s. The Walter’s whistle has a lower tone and it sounds a bit softer.
Nowadays Lilly’s whistle sounds like it’s fallen a little out of tune. It still sounds normal, but when opened fully, it doesn’t really sound like a buckeye 3 chime.
I've talked with a friend of mine about how the buckeyes on the WDWRR engines are too much like wooden toy whistles EXCEPT for Roy's since it's a hand-me-down from the Admiral Joe Fowler sternwheeler
