How did he get those heroes from other factions? Last time i played, i believe you could only get units and not heroes through alliances. Is it a case of controlling an allied army, and then moving units from that one to your own army?
No, you take controll of an allied army with an immortal hero in it, you then let that hero die in Battle and when he respawns he is permanently in your Faction.
You need to check allied armies for immortal heroes, borrow the army, lead them to their death and when the immortal heroes wake up, you will have them for good. You most likely will need 80-100 allience point to get an army and you must lead them to their death before the contract expires. You on the other hand can steal all their equipment and banner just by borrowing them and strip them off.
If he wanted to keep the artillery motif of the army, replacing the eagle claws with either little groms or organ guns would help out with the single entities. Also leading this with Eltharion for ammo regen.

Because the Warlock Engineers' ammo boost is multiplicative, as is Frugal's, you could just replace those three Eagle Claw Bolt Throwers with more of either. I'd use at least one Warlock Engineer, because this army has no answer to flying units that might path past the hero blob, and Howling Warpgale might help with that.
