Use the same bread flour that you are using for the dough, the gluten content isn't so important as it gets cooked to create the paste that holds a higher hydration. Let me know how you get on with the recipe.

I did make hot cross buns over easter and even though they were very nice, they still were not as fluffy and light as I had wanted, they also were a bit on the solid side after just one day (the badgers got the ones we didn't want!). If you have any other recipes and tips on bread/dough using the tangzhong method i would be most grateful. It would also be very helpful to see them in a step by step guide here on UA-cam. Thank you....much appreciated 💕
These look amazing! Just to be clear though, tangzhong is Chinese, yudane is the slightly different Japanese version

Just a question: the ingredients list mentions both milk and water but in the video, only water is added. did I miss something somewhere?
The water is used to make the tangzhonng and then the remaining water is used to make the cross
