It's usually to guess a faulty opto coupler because there is not output voltage if opto coupler is faulty. i.e. there will be no output if no feedback the switching MOSFET gets.

I figured it out. The Dell circle can come off in the back exposing the screw that you need to remove in order to get into the monitor.
