If he had an outside shot he'd be in the top 5 or 10 point guards in the NBA. Hes already arguably the best passer in the NBA, one of the best defenders, great knowledge of the game, never makes a bad decision. His jumpshot is easily fixable too, the only thing wrong with it is that he doesn't have enough arc on it. Get more arc where he can shoot 40-50% FG and 30-40% pt line he'd be one of the best in the league.
You know, the problem with Rubio is not really the jumpshot. Sure, he's not a good shooter, but think of a guy like Rondo. They're very similar: pass first point guards with incredible creativity and very good defenders. Also neither has a reliable jumpshot. But what it's Rondo better at? He can actually finish on the restricted area and he can create his own drives off the drible. Ricky is even a worse finisher than a shooter. In fact he just had career years in all shooting percentages (fg, ft and 3s). He will never be a good shooter and he will be similar in that to Rondo as well, but he could be way better at finishing if he bulked up just a little more.

I mean in a vacuum, one-on-one, guards (especially PGs) in the league often get exposed at some point or another during games due to the elite level of athleticism in the NBA these days at those positions. That's why there's help defense/doubling up, rim protectors, defensive schemes for the entire team, etc. etc. Now, does he need to keep improving his jumpshot? Of course. His shooting %s do seem to be heading steadily in the right direction which is encouraging.
Ok friends, he now has gotten it! Better shooter, more accuracy. Awesome! He just needed some training and trust. He's gotten more mature and serious. He's more focused on the game. I think everything which happened him last two years made him get mature. The death of his mother, his sale to Utah jazz etc... Minnesota must be really angry with that sale. They sold just before he exploded as a player. Awesome Ricky this season!

These are Rubio's flashy highlights, but his true gift is reading the floor. He shift the defense with his eyes and hits the right teammate for an easy 2. No flash required. He became a good shooter, but his release is just too slow to truly be a high volume weapon. Still one of the highest IQ players ever, and a joy to watch.

Nah, Kuroko only really has his pass (the shot and drive are completely reliant on other players if my memory is correct.) Rubio has drives and handles and defense as well. We’ve seen Kuroko is an incompetent defense
