Why are they even entitled to refunds? An Investment carries risk and is a gamble. If the investment doesnt pan out you lose some or all of your money. Especially in Crypto.

I imagine paying out a refund is an admission of guilt of sorts and he’s probably worried about a future lawsuit . No one is seeing any money until he gets sued , wins the case and then maybe he would then because he can’t be retried
A class action suit would cost him far more than $1.8 million. And he's already admitted to fault, so the case would be a slam dunk.
