How does the total budget not include the actors? Going down a water slide 30+ times and swimming in 51F water seems like its worth something. I figured that 18K would at least be split with them.
If you hired a model or driver, it probably be like $500 for a shoot or whatever. Just add that to the budget then. And the boat rental, gas, etc. Theres a lot of hidden fees in there like cost of water park tickets for 2 people, food, etc.
