If I'm right the modders behind this mod were trying to do the same thing with Source engine but in turn valve threatened them with Cease and Desist notice stating they were totally changing what the engine was actually meant for.
i'm pretty sure a more accurate reason was how the mod was using licensed material like the car brands and such, thus probably pushing Valve to C&D the modders. At least, that was the probable reason.
no it was because the source SDK at the time were really limiting, like how vehicles were controlled by the server making them latent and not fun to play with the internet and many other critical problems which valve themselves said at the time that it was impossible to fix some of the problems. So the hlrally team decided to cease development on the mod because it was too much of a hassle to deal with

Looks like a Dreamcast, 2000-2001 PS2/PC game.
Half-Life was going to appear on the Dreamcast at one point, but then didn't. Who knows, maybe someone could have ported this to the Dreamcast too?
