It symbolizes how Destroyman, much like Travis and Bad Girl, gets a sexual thrill trough killing. Destroyman himself is a deconstruction of the "superhero-persona" which has been glorified for decades now, despite superheroes often acting very violently, and arguably cause more harm than good. If a man went around town killing people he considered evil he would be immediately arrested and locked away forever, but superheroes, which do exactly this, are hailed as noble heroes.
I mean I get the idea but usually killing the guy aiming a nuke at the city and demanding a ransom of $10gajillion is usually considered a bad guy to _most_ people. Those are usually the kinds of people superheroes fight. Your analogy only works for characters who would fight people who only they would personally dislike, like a religious infidel or a political opponent. Those types of characters are usually antiheroes or, well... Villains.
