Quick question, obviously subject to the settings, but what are you generating for a file size for recording a full race? Say 30-45 minute race.

Just checked a 45 min Truck race and it clocks in at 10 GB
I have used 'Handbrake' in the past to compress it but usually just load the original render.

I just want to convert the replay file (rpy) to mp4 so I can upload it to UA-cam. This was helpful, but not exactly what I need. Thanks though.

That is not possible as far as I know.
You run the rpy via iRacing and record it.
