Bypass valve works to achieve the differential pressure, but adjusted to its desired command and still the dp is not met, (dp is still low) then the pump will speed up and increase dp

I believe the flow meter should be before the bypass line in the variable primary flow circuit diagram.

Primary pump and motorized values both should modulate or primary pumps should very with reference to DPT and bypass valve remain on or off as per load demand, please advise

Could u explain more about decoupler valve in primary and secondary chilled water system

The decoupler is a section of pipe that connects the primary and secondary flow sections. The flow direction can be either way, depending upon the mismatch between primary flow load and system load requirements. i.e. If a chiller is running at MIN. flow under low load and this exceeds the system load, the decoupler will have flow and the mixed flow (return CHW plus the excess portion of primary flow) will enter the chiller.
