My doubt is how the water is being supplied into the buildings without any pump? Plz explain
We have primary pumps here which are designed to supply water to the complete building loads.
Why primary are variable can you explain, I saw every where only secondary is variable
This is a variable primary only design where the primary is variable and secondary is not available. What you saw is a constant primary-variable secondary system.

Circulation will be done by the primary pumps. In this system primary pumps are larger and are designed for water circulation through the loads.
Why we not able to overpump in dedicated system?? What are the disadvantage.

Refer to the actuator data sheet. Opening time would be mention there... Compare this time with the data sheet value

At 50% load the pumps speed is reduced, so the flow rate is reduced to 1000gpm.
