If we pay attention, Blackbeard is just like Luffy, just saying whatever shit comes out of his mind, always getting bodied once or twice before he finally comes out on top and everything working out for him in the end. Just like Luffy he got a great fleet, but unlike Luffy he gets full advantage of it. And in the eyes of world gov he went from fraud to menace real quick. He is just Luffy if he knew what a real pirate is and still wanted to be the king of them.
My theory is that Blackbeard’s ability doesn’t just cancel out his opponents devil fruit defense but also his own. Obviously he doesn’t want to broadcast that weakness. So it looks to us like fraud but he’s actually one of the toughest characters because he’s tanking devil fruit hits with nothing but skin and bones.

We haven't seen any serious feats of Haki from him and his two devil fruits, while said to be the strongest, can be negated by Luffy's complete mastery of every type of haki and his rubber body (Haki negates the Darkness Fruit, Rubber body negates attacks that don't slice) so Luffy in base with the Haki he was using against Kaido could pack up Blackbeard, assuming he can't fully use both the Darkness and Quake fruit simultaneously.
