Would it have been easier to make a very small incision in the middle of the bubbles. Then using a large syringe squeeze some glue into the hole and spread it evenly around the bubble. I figure the small hole from the incision will naturally close from the spreaded glue.
Omg fevicol.....I love that stufff ......and those pesky belts will fight you for a while because they are scared of fevicol .....but they don’t know what’s good for them ......cause their a treadmill belt .
If the fabric is removed from the rubber you can use this rubber solution. If the fabric is completely damaged you may replace it with some thick cloth (used for pants). All you can do at home.

Yes fabric is there for giving strength. Without fabric, the rubber will get stretched and become long.
