If possible I would always set goals together in a face-to-face meeting. Online Calls via zoom or teams etc. work as well, but I would not do it via email. The reason is: You need the discussion between the employee and the supervisor.
clarify the goals first and set up a clear structure starting with the end in mind. then you can cascade from one goal to the next from start to finish

I hardly have even goals for myself but now as a manager I have to set goals for me and the whole team. What a steep learning curve
