would this be the same as a 2013 jr80, its a makuni carb to just trying to figure out how to put all the adjustments back to stock and put it back together as it’s a none runner at the moment
I took the tang off. After I took it off I made sure the float could drop fully and open normally. Gravity holds it against the float tang. I have seen older carburetors without a hanger many times before.
I start the mix/stew at two turns out from fully seated as a start point. There is a procedure for tuning. I can send you a video if you like. Idle screw you will want to adjust when running. Between 800-1000 rpm

The JR’s should be the same. Pretty sure 2004 was the last JR80 tho
What size is that carburetor?
Engine side 20mm outer diameter. Air filter side 43 mm O.D.
What was your solution to the float needle tang catching on the brass. I just pulled my carb apart and there isnt a tang on the old float.
