I always had my own headcannon that the Egg Robo that knuckles fights was at the beggining controled by eggman, but as time passed, he began acting on his own (probably aroud sandopolis, because thats close enough to hidden palace, and if anything went wrong eggman could just send a signal to mecha sonic mk II to finish the job, why? Because Eggman always needs to prepare for his next plan right after.)
