This recipe sounds awesome. I love broccoli, but my wife can't stand the smell of broccoli cooking on the stove top smelling up the kithen and dining room. I'm ready to try.
I love broccoli almost any way, but the two times I've tried it grilled (it was served to me by others, not grilled by me) I did not care for it at all. It tasted burnt to me. I've got to try it myself sometime to see if I can figure out what they're all talking about. This method looks pretty safe too.
Probably not enough oil. With no oil the broccoli will burn much faster when cooked like this.

For charcoal, guessing steam in foil on indirect side. And grill directly on direct side?
That would depend on how hot your coals are and how far above them your grate is.
If you can get it to a proper "medium high"(375°F) temperature, then you would cook them exactly as they did on the gas grill.(over the heat)
If It's 400°F or more for some reason, then indirect heat would be best. Or flipping them more often if it's not too far above 400°.

Any suggestions on avoiding aluminum foil to avoid leeching it into the broccoli?
Using a peeler on the thick stalks is genius. I always feel bad about the heavy stalks I have discarded. The hobo packs seem unnecessary if all you are doing is steaming the broccoli. I would think you could do that in a covered pan. I would use spray oil on the broccoli, season, and then add a bit of water to the pan. Finishing on the grill with the lemon looks like a win.
mm broccoli save me the steam i like the tender stalk vs florets. rather have cauliflower tho.

How does peeling the outside affect the nutritional value?
Not enough to matter TBH.
They removed like 1% or less of the total amount. And that was the least nutritional part of it.

I love grilled veggies especially grilled asparagus. However I think the char is overdone on this broccoli.
isn't that stuff they were using called calabrese? broccoli has smaller florets
'Hobo pack" it's 2020, it's 'homeless pack'.
Why make it so complicated??????? Cut and peel the Broccoli as you did, then steam it for 5 min, toss in oil and your favorite seasonings then grill it = save on Foil, gas and time.
Why not just braise it first?

As you hear them trying to chew the undercooked broccoli. They are desperate for content and will make a “problem” out of anything to provide a “solution” lying about how tender it is . All fake.
