If the Kugelpanzer originally mounted a machine gun, it might have been designed for urban warfare. Machine gunners are prime targets for snipers, so having a small, self propelled-vehicle that can fit down narrow streets would be very useful. It has the additional benefit of being cheap and simple to manufacture.
Tho I dont agree with these vehicles main purpose to have soilders inside a armored slow moving sphere with limited vision and mobility to be guarding buildings or property and would just be a waste on man power. Think more of it as a little armored bunker for soilders to shoot while being protected from being shot back.
id like to take a guess on the kugelpanzer its only a guess though but id guess it steering is a skid steer or similar method leaving the rear wheel solely for support similar to how an argo steers but with 2 drive wheels and one support wheel, the small two stroke motor would be mounted almost straight to a differential of sorts with breaks on the drive shafts, the drive shafts id assume to lead to gears on the inside of the drive "wheels". as far as the metal id guess its possibly a magnesium alloy or maybe just magnesium its self, today magnesium alloys are used in many armours, and many of our magnesium working methods came from Germany, due to them losing iron mines in the treaty of Versailles if i remember correctly, due to this they innovated many new age metal working methods with magnesium, so perhaps this vehicle was an attempt at early magnesium based tanks, if it were a test for magnesium based armour that could be why the metal tests are kept secret seeing as magnesium based armours are rather new and them being used is quite new as well, that could explain why it would be beneficial to the Russians to keep the results secret. it would also be a rather obvious idea in my opinion to try magnesium for such a vehicle due to the small motor it would require a light weight vehicle and planes were already being made with magnesium at the time so i think it would be reasonable to attempt to make such a vehicle out of magnesium due to weight requirements though the lack of speed and protection could easily lead to it never being used or produced.
