When you pitch to venture capitalists, your product is often put to the side. They're not investing on the product, they're investing on you. They want to see if you are dedicated, hardworking and skillful enough to make it work. They will help you to be better, sure, but they wouldn't want to hold your hand.
Just look at Air BNB fir example. Their business model was rejected by every investor. But they had a side business, selling novelty cereals for a high price. One investor initially rejected their business model and they left dejected, leaving behind one pack of such novelty cereal. But one day the investor called them and offered an investment, saying, "If you can sell this bullshit for high price, we'll take a chance on your other bullshit."

Thing is the dragons haven't got time to babysit people with running their business. They only really fund/guide the process. To get investment the entrepreneur needs to demonstrate that they are capable of running the business and that they have a clear vision of how they are going to get there. These guys are 'too early' becasue they havent developed those skills yet and thus need a lot of mentoring.
