there are different cells placed at different stages. -Before power planning we have to put 3 things i.e. power switches, End cap cell and Tap Cells -Post PG insertion : Here we put level shifters, isolation and detention cells. - the above cells placed are also called pre-placement cells. -post routing optimization: filler cell(can also be put after placement), spare cell tie-up tie-down, - decap cells can be placed after power planning or during post routing as IR drop occurs more at routing stage. hope this answers your question :)

there was a typo , this is the corrected one Well Taps has nwell connected to VDD and PSUB connected to VSS
