Premier R.J. Simpson - Council of Federation, Summer Meeting, 2023
This week in Halifax I spoke to media about the important role the NWT plays in the success of not just the North, but Canada as a whole. With the right investment, particularly in strategic infrastructure projects like the Mackenzie Valley Highway, we will see great benefits to the North, residents and the rest of Canada.

“… Tony Whitford, who held the post of commissioner from 2005 to 2010, told NNSL Parker had been instrumental in transforming the role from that of a decision-maker to a more ceremonial custodian of the territory. "It had lots and lots and lots of power," said Whitford, "but he surrendered that power to the elected members." By 1989, when he stepped down three years after becoming an Officer of the Order of Canada, Parker's role was greatly reduced. "I remember the move," Whitford continued. "He left the chair ... and then he sat in the gallery for a short period of time and months or weeks. "Then he made the decision to leave the chamber completely so that there was no influence, or a situation where MLAs could see their boss there."…” cabinradio.ca/31815/news/obituaries/john-parker-former-nwt-commissioner-and-yk-mayor-dead-at-91/

John Parker, N.W.T. commissioner who quietly shed power, dies at 91 Mar 12, 2020 "... Above all else, the N.W.T. commissioner from 1979 to 1989 will be remembered for one thing. "John Parker was the one that really introduced the handing over of power from the executive office to the elected representatives, in other words, the legislative assembly," said former colleague Jake Ootes. Parker died in Sidney, B.C., on Monday. He was 91. Parker took over the job from the charismatic Stuart Hodgson. "When Stu left, a lot of people thought they'd be leaving a vacuum in the territories, but it didn't happen," said Bob Pilot, who worked as Parker's deputy commissioner. "John was there to pick up immediately." Pilot describes Parker as a great boss. "A very unassuming man, but he was a great leader." ..." www.cbc.ca/news/canada/north/john-parker-obit-1.5494569

“… “It is a great sadness in announcing the passing of John Parker former commissioner and former Mayor of the City of Yellowknife,” Tuccaro said. “He was my mentor when I was a commissioner (2010 to 2016) and I had a great deal of respect for John Parker. Parker first came North from Alberta in the ’50s to work as a geologist and soon got involved in local politics as an alderman for the City of Yellowknife. He served as mayor from 1963 to 1967 before being appointed to the Carrothers Commission that eventually brought responsible government to the NWT.…” NNSL.com nnsl.com/yellowknifer/john-parker-former-commissioner-yk-mayor-dead-at-91/

John Parker is an honourable man who made a huge contribution to the political development of the NWT. As one who worked for the NWT government during John's tenure as Deputy Commissioner and Commissioner I can attest to his practical approach to solving the many problems that had to be addressed. In addition to being a first class administrator, John had a delightful sense of humour, and a real concern for the well-being of government employees. Helen Parker deserves mention as a delightful lady, always approachable and cheerful, and at John's side through thick and thin. The people of the NWT were enriched by the contributions of John and Helen Parker. Thank you both. Michael Hewitt.
