you can't road register a go-kart or a pit bike as a pit bike does not have a compliance plate some rare pit bikes do, and they can be road registered. but most do not. and how are they going to enforce this anyway like what your going to get a warrant to search my home just to see if I own a motorbike wtf

Councils have NO jurisdiction or authority on your property - period. Even police can't come on to your property without a warrant. Simple - tell them to get the f out or be charged. Police will charge them with trespassing. This has happened many times. Problem solved...
