Adelaide That Was: Monarto (Dunstan's Folly)
In the 1970s, following the early successes of the new Satellite city of Elizabeth in the 50s and 60s, the South Australian Government began planning another city development for the 1980s in Monarto, a farming community east of Adelaide.
As with the northern plains, the site on which Elizabeth stands today, the SA Government started buying out local farmers, some of which were reluctant to leave.
In speeches given at the time, then premier Don Dunstan, promised that Monarto would be a uniquely Australian city, more liveable than Canberra and more diverse in both population and industry than Elizabeth.
The federal government of Prime Minister Gough Whitlam gave $10 million worth of funding to the Monarto project, worth about $66 million in today’s dollars, as part of a wave of spending on new cities.
In the end though, the new town at Monarto would never be built, needlessly uprooting an entire community.
This was not the first time Monarto’s residents had been dispossessed, of course. The area got its name from Queen Monarto, a local elder who lived in the area when the first European colonists arrived in 1847. “Older settlers remembered with apparent glee that their families had hunted off the Aborigines from their land with stockwhips,” historian Robert Linn wrote more than a century later.
The descendants of the German, Scottish, Irish and English settlers did not have such a physically brutal experience; and they were financially compensated for their losses.
Nonetheless, the acquisition of the first properties, which had belonged to two farmers who had been struggling financially, created a snowball effect, with the SA Govt. quickly swooping in and acquiring more properties as locals saw their neighbours pack up and move away, adding pressure for them to do the same. Some locals had purchased properties elsewhere, subject to finance, only for the government to turn around and offer them 75 per cent of the value they’d originally promised, putting land owners in such a position that, in the finish, they had to either sign off or lose their deposits,”
Original projections for Monarto’s eventual population were for 100 to 200,000 people. Today it stands at just over 200 people. It is ironic that a government which wanted to massively increase Monarto’s population wound up driving so many people out of the district, absolutely destroying it.
Perhaps Dunstan had been trying to match his predecessor, Sir Thomas Playford, whose founding of Elizabeth had been one of his crowning achievements. But by 1974 it became clear that the baby boom had ended, the Post WW2 immigration boom was winding down and that the new contraceptive pill had all significantly reduced population growth. That, in turn, meant there was no need to build a new city on the plains and Federal funding for the Monarto project dried up after Labour’s Gough Whitlam was replaced as Prime Minister by Liberal Malcolm Fraser in 1975.
The original Monarto site is today home to a massive Safari Park, the largest Safari Park outside of Africa. And I can’t help but wonder what the Northern Plains might look like today, had the plans for Elizabeth also fallen through.
The following footage tells the story of the people who lived in that original farming community, their way of life and the impact of having to leave their land. It also gives us a glimpse to what life may have been like on the Northern Plains before Elizabeth was built.

    I was a 60's kid grew up in the west. We could ride our dirt bikes from the eliz town centre to smithfied along the creek.

    You could do a piece on how Playford Council put their chambers on top of the Octagon and the Brin Whiting lounge effectively wiping out the nightlife in Elizabeth. The Octagon was used for the blue light Disco which was managed by the police for the young people in Elizabeth who now have no central location for a dance. I think Glenn's Band and the Bee Gees also played at the Octagon. There used to be some massive fun dances there. Having taken the vibrancy from Elizabeth Playford Council now want to put it back with the 400 bed Ramada hotel failed - Council sold the land worth $2.5 million to Ramada for $512,000. The car park as far away from the Elizabeth Centre as they could fit - why? The builders of the car park have some rude words about Council staff management. The Grenfell Centre for old people could have been rebuilt by the big bowling club sharing facilities but Council made a two-story structure Inside the pollution zone by the main North Road with inadequate parking for the old folks. Unless they like to walk 120 m on their walking frames to the car park? It is possible we need some community constructive criticism to improve matters.

      Actually, I did not know that about the council chambers on top of the Octagon and the Brin Whiting Lounge. PCC have made some truly bizarre decisions in their short lifespan, however, so sadly that doesn't surprise me. I wonder why they didn't utilize the Windsor building at least until their new digs had been built. You're right about community criticism - unless there is substantial community pressure holding them to account, I fear, based on history, that the PCC will continue to make poor choices that fail to benefit the local community as a whole. It must be very hard for young people who have only known life in Elizabeth as it is today. I hope this channel reaches them. Thank you for watching, and your interesting commentary.       I believe they ceased once Elizabeth and Munno Para Councils emalgamted to become Playford. That happened in 1997, so at a guess I think the last Elizabeth Birthday parade would have most likely taken place in 1996.

    As a construction worker I witnessed firsthand the destruction of our history. Especially in the Adelaide train station and Adelaide post office. Its a damn shame the government could have made a fair bit of money showing Adelaide history. Each location being a history tour.

    GMH was only a renter and 99% of machinery was leased .....when federal subsidies ceased it was easy a to move to a pre buit factory in Thialand with workers guaranteed by the Thai Military at a cheap price. Yet the price of buying a holden never went down.

    Our family were the first residents of Elizabeth North residing on Dauntsey Road Near the now Womma Railway station. The origionsl train station was actually on the northern side of Womma Road and consisted of a few raised Planks to make boarding easier. The present station was built a few years later. All the roads were red dirt and clay with a gravel strip down the middle.Mud was a way of life for us kids, there were no footpaths Elizabeth North Primary was not yet built so my eldest Sister and myself travelled by bus from Womma Road near the rwilwsy line to the very New Elizabeth South Primary School. Elizabeth Town Centre was just a paddock with a Hotel being constructed. My father George, used to drink at the Smithfield hotel occasionally. He was a butcher and first worked at the Truscot Street shops.

    It really seems like in the end, what Dunstan wanted is what Mt Barker/Nairne/Woodside area is becoming. What's the area at, 40k people now? Of course unlike Elizabeth or Monarto, there's limited desire to create a local community or jobs, and instead just sending everyone to Adelaide.

    I saw my first ever movie at the Shedley theatre on a school excursion from Munno Para Primary school. I was 5 years old (now 50) and the movie was Willy Wonka and the chocolate factory. I am also fairly certain I saw star wars there when it came out as well but that may have been in the city. Been living in Cairns for over 10 years and never believed I would feel nostalgic about Elizabeth but here we are, lots of good memories.

      You know, I can't remember Windsor Green at all, and Dad worked on it when he worked for the council. I obviously must have seen and known it was there. I remember the clock tower as a kid, but for some reason Windsor Green didn't stick in my memory. Weird. It's a haze, like so many things from back then :-) Hope you're well Cuz.

    Not sure why people think Monato was a white elephant. The concept was grounded in reality and tbh, are not people screaming out for the same thing now. Stop our cities expanding too much and decentralise the population growth. It just needed the right planning. Instead we have the never ending southern beachside suburbs continuing their march towards Victor Harbour. The difference is what? One is plannned and the other unplanned.

    A jewel in its crown? Building inadequate small boxes on weed-infested ground for immigrant suckers to do all the mundane duties that the locals refused to do. They continued to play football, travel on vacation, and live in large houses with 2-3 automobiles in the driveway. They brought immigrants here not because they cared about people, but to exploit them.

      I imagine some of the industries moving into Elizabeth for cheap labour and low rents must have pulled out of other areas to come here, that were costing more at the time. It was probably just a matter of time before they pulled out of Elizabeth for the same reasons to go elsewhere :-(

    I was always told the Tube Mills made ammunitions during the war and painted the roof like a farm with cows grazing so when you flew over you wouldn't see it

    My parents had the first Housing Trust home in Elizabeth. They had 7 kids at the time and my mum was in hospital having just given birth to my twin sister and I on Xmas Day 1955. There’s a photo of our family in the Housing Trust office and in the Elizabeth Town Centre. My mum was invited back to cut Elizabeth’s anniversary cake many years later. My twin sister and I were the first twins born to a family living there though we were actually born at the QEH as Lyell McEwen hospital hadn’t been built then. News cameras came and photographed us on our first birthday. When we were 14 months old, my Dad was able to get a War Service loan and pd used it to build a new house in Salisbury. My brother, twin and I attended high school in Elizabeth. Those were very happy days and I have wonderful memories of both Elizabeth and Salisbury. Thank you for these lovely glimpses back into our hometown

    Again, a great job Will. Lived in Salisbury North 1954-1961 and watched the development of Elizabeth throughout. Dad was LRWE/WRE and Fairey Aviation. Mum a school teacher Salisbury North. My folks moved toward Adelaide in the late 60s but I travelled to Elizabeth on my annual return from RAAF Service for some 20 years. Very evocative images and a great story told of just how quickly the best of intentions, even with huge expenditure, can unfold. Well done.

      @@elizabeththatwas As old as I am now both born and still residing in South Australia, and living through the times these videos were recorded, there was never any doubt even for my young mind that progress was and still is in fact cloaked in "fiscal greed" and all Western democracies are now seeing the social damage this causes. We will never learn. There is no turning back. The human future is one of territorial and tribal conflicts that most rightly will end in our species annihilation through nuclear warfare and MAD. It seems a fitting end to our species. Have a great weekend.

    Well done Will! Dad went from SAR to WRE to GM/H, mum was a nurse at WRE then SAHT... Took em 3wks to get a house (Hogarth Rd then Manningford Rd) back then.. now it's 13 yrs +... anywhere!! I keep looking out for mum or dad to be in the pics, naa, no luck yet!
