This is a rather popular trick using datapacks in Java(I don't know much about the bedrock community). It messes with some things like pistons tho because it technically uses blocks, so using mods is probably still better at accomplishing the overall goal.

Idk where to put the file after I download it. Can someone help me? also after I put the file where ever, how will it be accessed and what will it look like? Also what exactly do I do with the structure block? idrk. I'm on java btw update:I found out where to put it but when I try using the structure block to load in the thing, it says its not available. update 2:it loaded in but the boat starter spawn eggs thingies are just spawning allays update 3: a big white thing came and the spawn eg no loner spawns allays, it spawns the armor stand but there is no boat to create the track and if I take a boat form the chest and try to use that it doesn't work. update3.5: the game rule command block thing is not there, the one which is supposed to disappear, and possibly because of that, the boat isn't spawning and no blue ice is coming update 4: mostly working but its too hard to make this for me cuz I'm noob at ice boating and also the border thingie(the red concrete, white concrete thing,) only one half is coming
