If you look at the judge of that food competition, he actually has different colored facial hair than the mayor usually does (The mayor usually has a pale green or more commonly grey mustache while the judge from that episode has orange). It's possible that its simply his twin brother, a relative, or someone completely unrelated. This would explain his lack of familiarity with the others and why he's not mayor in that episode.

Have you also considered that in the episode “Battle for Bikini Bottom” there was some sort of revolution in some sort of American Revolution style war possibly dissolving the monarchy at some point, this could explain why Gary and Patrick don’t know about their royal ancestors

I saw a comment once that described Patrick in the earlier seasons as dim but not brain dead. He didn't have much to do throughout the day, so he doesn't really exercise his brain all that often. He did however have his moments of wisdom, in addition to some funny dumb moments. The one example I remember from the comment of him being dumb but not completely moronic was Squidward the Unfriendly Ghost. Patrick did basically exactly what he was asked to, bringing fruit to Squidward, he just went about it in a rather silly manner, dropping a whole watermelon on Squidward. Technically, he's still doing what he was told, just doing it wrong. Modern Patrick would somehow fumble it so bad you'd wonder if he actually heard what he was told to do.

Cities are states (assumingly self-sufficient), with Mayors as leader states, and King of the Seas, Neptune, rules, well, Seas. Dunces and Dragons, and Patrick King reinforces the fact thats all the seas are feudalic in their nature. King is easy term to say, but id assume Gary, Patrick, Amoeba Family and Krabs King Dynasty were petty kings, or dukes, ruling REGION in which Bikini Bottom could be resided. Feudalism held until the end of the Spongebob (which is, of course, 2004 film), with Neptune's (assumed) descendant and his daughter Mindy (with Neptune being name of dynasty of King of Seas) So Bikini Bottom is a city state, which is formally inside Seas, and thus, subjects to Neptune dynasty. Bikini Bottom region used to be ruled by (petty) kings, but soon enough was reduced only to one city.

So why is a mayor supposed to be well off? If they dont have legitimate old wealth, a new mayor becoming rich means theyre abusing their position, corrupt..

"Clams" had Mr. Krabs at his most psychotic, trapping Spongebob and Squidward on a ship without food until they find his millionth dollar. While "Out of the Picture" had Krabs try to kill Squidward it was 100% black comedy, while Clams was more serious. "Bubble Trouble" had sandy suffocate in a serious way, unlike "Pressure". She gets woozy and starts hallucinating in a realistic way.

I think "Rise and Shine" fits well with the multiple personality theory. We're witnessing the "Birth" of a new personality of Patrick who is utterly oblivious to his surroundings.

In defense of the "Doing Time" officers, the joke was that they were straightening out the parking meters to fix them. This could point to something about Bikini Bottom failing to maintain public property to the point the police go out of their way to do it themselves, but idk it's neither here nor there :P

Also notice when Mr Krabs was greasing the wheel of the commissioner's car he was literally greasing some wheels which is lingo for bribe

It’s sadly relatable passing the exam but failing the actual driving test 🥲 driving is scary. You could die or kill somebody even if you’re extremely careful… it takes less than a second for something to go wrong on or near the road
