vpn-id's are Locally Significant. Having same vpn-id at 2 different sites does not mean they belong to the same customer/vpn and are reachable from each other. You are missing some important clues here, imo. what logical topology are you using by default? Full-mesh is the default and therefore all sites can reach each other without any additional policy configuration. Perhaps route-leaking only applies to different vpn's on the same vEdge as mentioned by other users mentioned in comment section. Any ideas?

Hi Siva, thanks for the nice explanation, I have one question regarding AAR , if the site has dual internet circuit (GOLD & SILVER ) and by default there will be ECMP but how we can configure the AAR to use the best available color for external web traffic ( I understand BFD can be used to measure path metric only over the tunnels) between the branch sites to any cloud hosted application over the public internet. In brownout situation can ip sla / endpoint-tracker usefull to measure the packet loss, latency & jitter for the underlay and fallback to pr0duction traffic to next available color. Plz share your expert advise on this.

To establish the VRF it must use the physical interface, one interface per vrf. the loop back is use for ebgp as next hop self multibgp hop. ip address ipv4 between CE and PE1 then vpnv4 between PE1 and PE2. Penultimate hop pop is 2nd last router before PE egress LSR.
