On question number 3, how does the local DNS server decide its time now I query the root servers? are the 13 root servers defined in its local DNS zone file?
When pc 2 send a broadcast is it udp ? What this request is Calle sand when this broadcast goes to router why router don’t start looking outside on internet why it respond I don’t know
First time I saw too much detailed information with exact flow of DNS...

Also what application are you using to show us this whole process
Its Cisco Packet tracer
PC first will check in browser cache for HTTP request then Secondly It will check for local System "File" ==> what is that file name.
I think it's called hosts file. For example, in windows the hosts file is located at C:\Windows\System32\drivers\etc\hosts.
