In the United States and I assume in the UK, the misuse of 911 (or 999 in the UK) for a non-emergency is a misdemeanor. Police should start enforcing this misuse to prevent future waste of police resources.
It's an offence to file a _false_ police report - the ponce at the previous contractor did that, he lied that it was "an MOD site". This chap just cried about his feelings, which is why the call handler (shockingly!) told him to do one.

I was filming an abandoned hotel this morning from the street (not a migrant one)... but the security guard came out and told me I'm not allowed to film... I just told him "don't be silly" and he walked away... thank you for the education, DJ (in the past I would have got nervous, acquiesced, and walked away)
