The really interesting about Omega is that Weil basically did what Wily tried to do with the original Zero centuries before. My theory? Weil has the plans or AI of Wily. There's actually a theory going around that the X-Hunter from Megaman X2 Serges also had Wily's AI. That's how he knew how to rebuild Zero's body. The AI chip also gets transferred to Sigma in X5 when he says "I recently met an old man." Honestly it would make too much sense if Weil also had this AI. Even his name is almost identical to Wily's!
