Goal congruence simply means that all people working in the organisation should have common goal and that is for the betterment of the organisation and they work to achieve that goal only.

Its not right to say that MTQ can come from specific chapter. You will have to study each and every topic carefully. I have seen cases where questions have come from some chapters which are is least importance
