I would have thought exactly the opposite tbh. The decreased weight means you need less downforce to keep it on at corners, so you may as well lose some downforce and get more top speed?
More weight means more inertia, so you need more grip from the tires to make faster turns. So, the effect on the downforce of the increased weight is way weaker than the downsides of the increased inertia, if that makes sense
Getting the tires of a car that light in any windows would be a huge pain. Also, a standing start would be hilarious as you would struggle constantly with flipping the car around the rear axle and spinning the wheels.
Real F1 is already arcadeish. With 400kg you cut braking and acceleration distance by more than half because of the aero. And corners would be stupidly fast as less mass means less inertia which is resistance to cornering and you also reduce roll significantly so you increase your overall grip.

Go karts would disagree. As long as the balance is good and the tires soft enough lighter weight means there’s less force needed to make it turn. The weird Nissan delta wing showcases that. Without much weight on the front they were running very skinny tires and it was still able to turn easily.

100kg how would the car produce traction to rear wheels? Heavier ok the car is oversteering but lighter the car, the torque to the real wheels should make it drive like a fully tuned Cerbera Speed 12 in GT2.
I am not sure how realistic this is in the f1 game, but when i did a standing start with lighter cars i acually had less grip of the line but after that. i think the is just more tracion because i am going faster (more downforce). And with a standing with 1600kg i can accualy use more throttle because the more force on the tires from weight, but then in the corners you are going slower with 1600kg so the less force from and downforce on the tires

Max speed depends on the drag the car has due to the aero package. Weight affects way less, it only changes the acceleration of the car
